Our Council
Senga Hill Town Council functions under the jurisdiction of the Local Government Act. This legislation is responsible for the establishment of all councils and local authorities. Specifically, Part II of the Act provides for the formation of City, Municipal, and Town councils. Additionally, Part III of the Act outlines the roles and responsibilities of all local authorities.
Service provision, social economic development, and safeguarding the welfare of the residents of Senga Hill are the key themes in the vision of Senga Hill Town Council as it executes it’s duties and mandates. The Council is alive to the fact that over the years, among other contributing factors to the stunted growth and non-compliance is the fact that there has been a growing chasm in information sharing between the citizens and the Local Authority. The LA is committed to bridging the divide through an open-door policy and continued efforts to utilise digital technologies as a catalyst in the developmental agenda.
The Local Authority is vested with seven directorates or departments under which various public goods and services are provided to the communities. These encompass a wide range of sectors from governance, human and social development, education, community development and social amenities, public health and safety, and socio-economic development.
The Council
According to Article 153 of the Constitution of Zambia No. 2 of 2016 the Council shall consist of:
1. Elected councilors in the district,
2. Mayor or Council Chairperson
3. Not more than three (3) chiefs representing Chiefs in the district, elected by the chiefs in the district.
Management
The Council Chairperson
The Council Chairperson is elected directly, in accordance
with the Constitution, during elections for Councilors, and for a term of five
years and may be re-elected for one further term of five years. The Deputy Council
Chairperson is elected by the Councillors from amongst themselves.
The Council Secretary and Other Staff
The day to day administration and service delivery of the
Council is the responsibility of the Council Secretary who is the Chief
Executive Officer of the Council and is assisted by Heads of Department Namely,
Director of Finance, Director of Planning, Director of Engineering Service,
Director of Human Resource and Administration. The appointment of all staff at
the Council is done by the Local Government Service Commission, whereas all
local authorities are supervised by the Ministry of Local Government.
With the implementation of devolution, the operation of the
council has since grown from the traditional 5 directorates to accommodate the
devolved ministries and the expanded responsibilities.
