Strengthening Digital Governance: Councils Convene in Kabwe for Cyber Security and Website Management Training

A capacity-building workshop on Cyber Security and Website Management officially commenced today, Monday, 1st December 2025, at the Kabwe Municipal Council Civic Centre. Supported by the World Bank through the Zambia Devolution Program, the initiative seeks to enhance digital readiness, improve information security, and strengthen institutional capacity across local authorities.

His Worship the Mayor of Kabwe, Mr. Patrick Chishala, passed through the training session to greet the participants and extend his goodwill. In his brief interaction, he encouraged the delegates to take full advantage of the workshop, noting that digital governance and data protection have become essential pillars of modern public administration.

The workshop has attracted representatives from councils in the Copperbelt, Northern, and North-Western Provinces as part of a broader regional training hub strategy that aims to eventually cover all 116 councils in Zambia. Among the participating institutions are Senga Hill Town Council—represented by IT Systems Analysts, Socioeconomic Planner and the Public Relations Officer, highlighting the commitment of both urban and rural councils to advancing their digital capacity.

Cyber security continues to be a critical area in public sector operations, ensuring that councils protect sensitive data, maintain secure digital systems, and prevent unauthorized access. Strengthened website management skills further enable local authorities to deliver timely, transparent, and reliable public information.

The Zambia Devolution Project remains a key driver of decentralization, equipping councils with the tools, skills, and autonomy needed to improve service delivery at the local level.

Workshops such as this one help build robust technological foundations, foster public trust, and elevate service delivery standards nationwide. Additionally, the training encourages collaboration and the exchange of best practices among councils, supporting the ongoing digital transformation of local government institutions across the country.
